The Ministry of Health is preparing a draft of law on alcohol in an effort to curb a growing drinking problem in Laos.

A meeting on preparations for the draft law on alcohol was held in Vientiane Capital on 1 November. New regulations would cover the purchase and sale of alcohol including times in which alcohol could be sold, media advertising and public promotion, and underage drinking

The meeting was co-chaired by Deputy Director of Health Office, Dr Bounfaeng Phoumlaisith and Director of the Public Health Institute, Dr Kongsub Ak-khavong, drawing experts on tobacco and alcohol control and relevant officials.

A global survey has shown that two billion people worldwide regularly consume alcoholic beverages, with 1.8 million dying from alcohol related illnesses, with 40% of alcoholics suffering from some form of mental illness.

A preliminary survey on alcohol consumption in Laos has been conducted in Vientiane, Luang Prabang and Champasak Provinces, with participants aged 15-64. The survey revealed that 54% of drinkers prefer rice whisky, while 41% drink beer. Of university students surveyed, 85% said they regularly consume alcohol, while 75% of secondary school students, 79% of staff at private companies and over 80% of civil servants also admitted to regularly consuming alcohol.

The meeting was aimed at creating a manual for development of the law on alcohol control in Laos to be a reference for policy and law makers.
